Development and Analysis
The
mission of the Market Development & Analysis group is to promote
the development of telecommunication services in Botswana through
the licensing mechanism and providing
advice on policy issues. The group includes a Manager for Market
Analysis and a Manager for Licensing. The Licensing department receives
applications and provides recommendations to the Board and the Executive
Chairman. The group studies and analyzes trends in tariffs, interconnection
and other issues and collects quarterly data from BTC,
Orange Botswana and Mascom
on their customer base, prices and market plans. The group also
handles complaints between operators. Complaints from end users
are directed to the Legal, Compliance and Consumer Affairs department.
The
role of Mmarket Development and Analysis Department is to develop
an appropriate regulatory policy and strategies for the development
of the telecommunication industry and market
in Botswana. This includes the provision of a framework within
which operators can provide a service to customers in the Telecommunications,
Broadcasting and Radio. Promotion of universal access to competitive,
effective, reliable and affordable services, and encourage investment
in the telecommunication sector resulting in enhanced competition
and availability of a range and diversity of services to meet consumer
demand.
The
team develops and reviews the licensing regime, monitors licensees
to ensure compliance and participates in international forum to
ensure the Botswana regulatory regime is comparable with best international
practice. The department also carries out research and analysis
relating to the telecommunications, radio and related market in
Botswana and to forecast demand for services and technological developments.
The department carries out economic and financial analysis relating
to telecommunications licence applications and make recommendations
on the issuing of licenses to the Chief Executive of the Authority
which will promote the rapid expansion of competitive, quality services,
enhance access, and encourage competitive pricing in the interests
of the consumer.
The
department is also responsible for developing and implementing a
numbering strategy for the Botswana Fixed and Mobile telecommunications
networks, and to recommend the establishment of performance standards
and contracts for delivery of telecommunications services and monitors
compliance and achievement of standards. It also monitors the activities
of licence holders and service providers to ensure compliance with
licences, regulations and agreements.
The
department functions also include the development, implementation
and policing of detailed requirements on interconnection, service
level agreements and performance indicators. It takes the lead on
policies such as unbundling the local loop and price cap and determines
BTA pricing strategies on pricing issues generally. The division
is also responsible for setting up and managing a programme for
dispute handling, including possibilities for arbitration and resolution.
To mediate and arbitrate, where appropriate, in disputes between
service providers to promote inter-connectivity in the interest
of the consumers.
