| The Minister for Science, Communications and Technology appointed all first five members of the board. The Telecommunications Act of 1996 established that the Minister will appoint: - one person responsible for finance,
- one person responsible for commerce,
- one person to "represent the business community" and
- one person to "represent the domestic users of telecommunication services."
The five-member BTA board was firstly established on 20 December 1996 in accordance with the 1996 Telecommunications Act. Under the Act, the Chief Executive must possess "such experience and training as the Minister may prescribe or approve" and must demonstrate "that he is competent to carry out the functions of the Authority." The first three of the five board members were women. All BTA board members were selected because of their well-respected professional reputation in Botswana; none were required to apply or interview for the job. All Board members, with the exception of the Chief Executive, serve in a part-time capacity. Board members are not employed on a full time basis and receive "sitting allowances" for their meeting time and traveling and hotel expenses where applicable. Board sitting allowances are set by the government but are paid from the BTA budget.  Mr. C.M Lekaukau P.H LLB, (UBLS), LLM (Col-NYC) Attorney-At-Law BTA Chief Executive - retired 2006 The former Chief Executive, Cuthbert Moshe Lekaukau was appointed as the Executive Chairman of BTA on 9 December 1996. He became Chief Executive in January 2005 following the Telecommunications (Amendment) Act, 2004. Mr. Lekaukau was appointed to head BTA because of his rich administrative experience in Botswana. Mr. Lekaukau was a parliamentary draftsman who worked on the 1980 Botswana Telecommunications Corporation (BTC) Act when he was a legal draftsman in the Attorney General's Chambers. He holds a Bachelor of Laws degree (LL.B) from the University of Botswana, Lesotho and Swaziland (UBLS) in conjunction with Edinburgh as well as a Masters of Laws (LL.M) from Columbia University (NYC), in the United States of America. He also spent two years' stint at the University of Edinburgh, UK during his LL.B studies. He was admitted as an Advocate of the courts of Botswana in 1973 and as an attorney in 1980. He served the Government of Botswana from 1973 to 1996 starting as a State Counsel and was promoted to various senior positions in the public service until his appointment as a Permanent Secretary in 1984, the position held for 12 years in various Ministries, viz Ministry of Works, Transport and Communications (MWTC), the Ministry of Minerals, Energy and Water Affairs and the Ministry of Agriculture until 1996. The President seconded him to MWTC as the founding Executive Chairman of BTA on 9 December 1996 from the Ministry of Agriculture. He retired from the public service in early 1997 and took up a contract position with BTA for five years. He also holds other directorships as Chairman of various companies like: Finance House, Turnstar Holdings (listed), Micro Provident Botswana (Letshego) (listed) and a Director and Secretary of Leno Holdings (Pty), Ltd. He has previously served in the boards of several parastatals and companies like Botswana Telecommunications Corporation (Chairman), Botswana Power Corporation (Chairman), Water Utilities Corporation (Chairman), Botswana Railways (Chairman), Air Botswana (Chairman), Botswana Agricultural Resources Board (Chairman), Botswana College of Agriculture (Council Chairman), Botswana Diamond Valuing Company (Chairman), Soda Ash Botswana (Pty) Ltd (Deputy Chairman), Botswana Meat Commission (Deputy Chairman), De Beers Centenary A.G. (Switzerland), De Beers Consolidated Mines Ltd (RSA), Diamond Trading Company (UK), Diamond Manufacturing Botswana, Klopper and Gluckman (RSA), Table Bay Cold Storage (RSA), and National Development Bank. Mr. Lekaukau enjoys wide respect in Botswana. He is very outspoken and follows his words with his actions. Mr. Lekaukau's stature within Botswana has enabled BTA to be taken seriously both in Botswana and Internationally. He served as the second chairman of the Telecommunications Regulator's of Southern Africa (TRASA), is the current Chairman of the Commonwealth Telecommunications Organisation Council (elected 2002) (based in London, United Kingdom), and has held many leadership position within International Telecommunications Union (ITU), (based in Geneva, Switzerland), including Chairman of the ITU Development Symposium for Regulators, Chairman of the first African Regulator's Forum and Vice Chair of the ITU-D's Telecommunication Development Advisory Group (TDAG). He was awarded a Presidential Order of Honour (P.H.) in 1996 by way of recognition of his services in Botswana. The ITU has also honoured him by awarding him certificates for being active in the Global Regulators Exchange Programme (G-REX) in 2003 and 2004.  Ms. M.T. Sekgororoane Acting - Board Chairman (Retired) (HND Hotel Management)(Shannon) Myra Sekgororoane's professional background is in the Hotel and Tourism Industry. She studied in the Republic of Ireland and gained International Hotel work experience in Switzerland and the United Kingdom. She has undertaken self-management development courses through the University of the Witwatersrand (RSA), Cornell University in the USA as well as well as telecommunications regulatory courses at the United States Telecommunications Training Institute. Her professional experience derives from a variety of increasingly senior positions in the Botswana Hospitality Sector. She was the group Operations Director for Cresta Hospitality in 1999 when she left to pursue her own ventures. She currently owns a Hotel and Tourism Management Services Company "Hospitality Planet" which offers consultancy and procurement services with specific focus on the Industry. She is Board Member of the National Advisory Council for Tourism, Vice-Chairperson of the Botswana Telecommunications Authority, Vice-Chairperson of the Botswana Export Development and Investment Authority, a Non-Executive Director of First National Bank and Chairperson of the First National Bank of Botswana Foundation, which serves as the social investment vehicle for the said Bank. .  Ms. I.O Sennanyana (Retired)-Vice- Board Chairman BA (Econ)(UB,) M.Phil (Monetary Economics) (Glasgow) Mrs. Iponeng Olivia was born on 15 September 1958. Olivia graduated from Harvard University, Massachusetts, USA, with a Post Graduate Certificate in International Tax Program (equivalent of Masters in Public Administration and Masters of Law by Kennedy School in 1993). She is also a graduate of Glasgow University with a Master of Philosophy in Monetary Economics in 1986.She graduated from the University of Botswana with a Bachelors of Arts in Economics and Accounts in 1977. She worked as an Inspector of Taxes (Assessor), research officer and Assistant Manager at Bank of Botswana in 1991. She works for the government of Botswana as Director of Tax Policy under the Ministry of Finance and Development Planning. The Minister for Works, Transport and Communications appointed her to represent the finance community in the BTA board.  Retired Board member - Ms. N.M Masisi BA (Econ) Stats (UBLS), MA (Int. Affairs) (MA (Econ) (Ohio) Vice- Board Chairman (Retired) Mrs. Ntetleng Martha Masisi was born on 02 September 1952. BTA Vice-Board Chairman graduated from the University of Botswana in 1976, with a degree in BA Economics and Statistics. She graduated from Ohio University in Masters degree in International Affairs in 1985 and a Masters degree in Economics in 1986 from Ohio University. Some of the qualification she has is National Diploma in Accounts obtained at United States Department of Commerce in 1978. She works for the government of Botswana as Director of Commerce and Consumer Affairs. The Minister for Works, Transport and Communications appointed her to represent the commerce and consumer community in the BTA board.

R.C. Eaton
Board Member - BTA
Mr Richard Charles Eaton was born on 9 March 1924 in South Africa.
Mr. Eaton matriculated at Brothers College in Kimberly, South Africa
in 1942. He served in the South African Armed Forces, Served in
North Africa and Mediterranean Areas from 1942 to 1943.
In
1949 he graduated from Cape Town University with a Bachelors of
Science degree in Land Surveying. He is a member of Land Surveyors,
Chairman of Ghanzi Farmers Association, Member of Demarcation Commission
(Village Areas in Kgalagadi and Ghanzi). He is also a Board member
of Botswana Meat Commission and Board member of Botswana Livestock
Development committee.
The
Minister for Works, Transport and Communications appointed him to
represent the domestic users of telecommunication services in the
BTA board.
